Pokemon spawn nodes are different based on location, not based of stuff near it though, if you walk to a neighborhood right next to you you could get a shit ton of ponyattas. Like down the road from me theres a shit ton of clefariries.
Night and day doesn't make much of a difference for clefairies and ghastly, but I do see more at night.
If you not near a pokestop you should probably stop playing. The pokemon spawn outwards from a pokestop and the rarer mons seem to crop farther away you get from the stop.
If you live in an area with multiple roads you will find more nearby due to them spawning on each of the roads.
Internet access may heavilly affect the amount spawned, same with the server load. At night I've seen a lot more pokemon everytime I've refreshed, but that was with me in a city with a clearer reception. Even then, I went out to the boonies at night and still found a full page everytime I hard reseted the game.
