Its mostly just the whole concept for me, that a lizard evolves to use its shed skin as a hood and pants, and i think the way it was executed to look like a gangster lizard with a Mohawk was perfect.
Im still not completely sure why i love it so much, something about Scrafty just clicks with me, and it has actually tied for my favorite Pokemon.
I can see why people dont like it but i guess its one of those things where you hate it or love it.
