Arceus has the power of both Palkia and Dialga (As it has been known to stop time and created Sinnoh and Ransei, and possibly the entire Pokémon universe.) He could destroy the entire planet under the lions and then make a new one after. No chance of even one lion surviving. Even if he decided that was too much work he could use judgement 10 times even by pp rules, if that isn't enough to kill all the lions he just freezes time, takes a nap, then does it again. Hell he could just skip unfreezing them and just spend his life stabbing them one by one. Lions can simply not win, there is no argument, you lose.
