You could try finding someone with a foreign language copy of the game in WFG or something, lend them two 5 IV parents, and have them hatch some eggs for you. I've seen it done before. I would also suggest trying to find a Ralts or a Gastly to use as the father instead, since they're more popular, but you probably want that 0 speed IV so that's out of the question.
