Team Skull were just hired goons who wanted a place to belong after years of failure and dejection. Usually comic relief, they aren't taken seriously by locals and even Lusamine doesn't give a shit about them ultimately. They are perhaps the most humanized, but I don't know if that makes them the best. Maybe you want a villain to be despicable.
