(I know in anime canon throwing a ball at someone will just hit them with it).The way I've built my fictional world pokeballs are comprised of a similar matter present in a living Pokemon's genetics (let's simply call it "exotic matter" since that has a nice sci-fi connotation and would otherwise spoil a pivotal segment of my story). The actual ball functions as a miniature time capsule by using a black hole / gravitational anomaly.
Simply stated, Pokemon goes in ball, time passes for everyone else outside, but the mon does not age as it has been turned into raw information. Energy based off its unique data code. Interestingly enough this is how TMs are taught. You put the disc in the ball between the upper and lower half. When the mon is recalled it enters a training sim like the matrix's "loading program" where it has all the time in the universe to master the skill. That's why it takes experience levels to learn moves in the wild whereas a new hatchling can use a level XX attack from "young". In actuality the pokemon that learns the TM has simulation experience which carries over when it is sent out of the ball, becoming engraved in its DNA.
Thus in my design a human would not be effected by a pokeball because they lack the correct genetic code to be influenced by the exotic material present in the pokeball. Gene grafting has been studied in order to change this for various reasons and is a major theme in my stories.
