If you're confused as to why anyone would want these, it is because this particular 2* raid pictured here is the literal only fucking source for this particular move in the game currently. Everything that learns it via level up haven't been included in the Paldea dex and while it is an egg move for Magnemite and Ampharos, you obviously can't mirror herb it unless you happen to find this specific raid. So, for some reason, this is actually rare, especially considering most people are well past the point of 2 star raids spawning. It is profoundly stupid.
