Why not use a stereotypical version of an American man, like Lt. Surge? Why are the foreign characters so limited? simple because the main audience of the fanchise is and always will be the Japanese market. We have been sold a more diverse concept to the western public thanks to dubbing, but if you saw the product in its original language, you would notice the exaggerated Japanese atmosphere, from the idioms, the manners, as well as more abstract concepts such as reading air (Ba no Kuuki wo Yomu).
