Just put the gym ferry on one side and the post-game boat on the other (if it even exists). Besides, having the big branch there and having it lead to nothing until postgame will make no sense to a player.
Also here's what I meant. It doesn't have to fit perfectly with the beach's shape. It just has to look reasonable.
The big purple square is the ferris wheel I was talking about. But that's probably just a pipe dream, implementing that would probably be a pain in the ass. And the dark green are NPCs. There'd be merchants lined up either standing next to their wares or in little stands, selling trinkets and stuff. Think the kind of stuff you see in a tourist destination. Maybe the player can buy hold items, mail, stones, drinks. Maybe the prices/items could vary. Not all of them have to sell the player something (think slateport's market, where some shopkeeps just talk to you). There could be shoppers and tourists walking around.
The boats are fairly straightforward.
