A problem that I have with Johto beyond the level curve and region design is that a lot of the pokemon designs are shit. This isn't something that Heartgold and Soulsilver could inherently fix, but it's just a big reason why I can't enjoy Johto at all. If I want to enjoy it at all, I'd have to pretty much rely on Kanto pokemon, and if I want to use Kanto pokemon, I'd go and play Kanto. The only way you can actually fix this issue is by Mega Evolutions, a mechanic that wasn't introduced until 2 generations later. And five of the six Gen 2 pokemon that can mega evolve are in the okay section.
