Misty is above her due to a mix of nostalgia and having a redhead fetish while Dawn's design is by far my favorite.
Admittedly, Dawn is probably unfairly bumped further by the games and PokeSpec, but still. If I honestly used those unbiased, May would probably be a bit further up and Serena would honestly be at the bottom due to Sapphire being adorable and game Serena being a piece of shit respectively.
