Basically, when eventing, you can all for a certain line in one of PSDK's text bases, for example, if you want to call for line 5 in this text, you'd put something like (23, 5) at the beginning of your text when eventing in RPG maker, and it'd display the equivalent text for the language you're playing, provided it's translated.
Though it looks like you're just missing a file altogether, dunno if redownloading would fix it
