I think the admins (at least one of them) should encounter the player early, but not actually engage the player in a fight, maybe he'll have his mooks fight you instead (like how the leader of team aqua let his mooks fight you at the ocean museum instead of doing it himself)
Later when the player makes it into the Admin's headquarters (for example, Erace taking over the train station) Northington will admonish him for letting the mooks fail to stop you, so the admin hold you off while Norty makes his escape.
You continue on through the game, eventually reaching a second Headquarters (for example, Eronz/ion taking over the Oil rig) and this time Norty and one of his other admins double battle you but you beat them and they decide to flee before the get a chance to pull out their big guns (legends)
By the time the player reaches the final ruins that house Quetzar's cave, the Admins are at full power and ready to fight you off while Northington works inside to awaken Quetz.
You Defeat them and enter the cave and see Norty activating a strange machine that he says will awaken quetz. He's annoyed that his admins weren't able to stop you so he faces you himself. You beat him, but not before the machine has had time to wrest Quetz from his slumber. Northington laughs having finally accomplished his goal,
cut to the surface where Quetz is destroying shit.

I think Eronz admin should be heavy lifting/minor jobs (steeling key equipment, bullying locals, etc.)
Erace admin should be Mangrove's direct underling, (messenger, attackdog, bodyguard)
Erion admin is competent assistent (manages large scale takeovers, coordinates resources, etc.)
