Especially since he has a chance of being the Rival's signature Pokemon, maybe he should pack a bit more of a punch? Makes sense he should be kinda frail, and his no-weakness typing helps, but especially since he has a low total he could probably get some offensive uppage.
(also, I liked the idea someone added on the wiki of him having Overcoat as an ability choice)
