In an ideal world, it would be an 80 BP rock type move distributed among rock types like Drednaw, Tyrantrum, Aerodactyl, and possibly Dracovish for consistency.
None of these pokemon are fast enough to abuse it (except for Aero) so it wouldn't even be broken. Gamefreak is retarded when it comes to their balancing decisions.
