In most regions it's clear that The Pokemon League is against the region's respective evil teams. At worst, they remain neutral. At best, gym leaders and/or the champions are actively trying to stop them.
But in Kanto there's evidence to suggest the gym leaders are at BEST neutral and at worst are not just supporting them, but actively gaining benefits from doing so.
Please note though that this theory is for the first generation in a bubble before later games and media retconned some of this information. (1/2)
