A friend of mine went to the NPCs in question and they didn't say anything relating to Heatran, no Lava Dome sentence or reply about how it's fun to mimic pokemon. But that changed around the point where he beat the Elite 4 and talked to them again.
If it weren't for this I'd understand if it were just some filler npc text, but the fact that there's a trigger in the game that makes them say that is reason enough for me to think there will be either an event related to this, or that there's some way to progress that chain.
One of the npc's ends up saying it's fun to mimic pokemon in response to the comment about Heatran, someone try and play an audio clip of Heatrans cry next to their 3DS mic.
