Rowlet was drop-dead mega popular organically, but TCPI had already planned on shilling Incinreroar from day 1 so the owl hung back while they put Incineroar in Smash.
The thing about shillmons is that their popularity stems from overexposure. Lucario is popular because he got a movie, Smash Bros, and players got a free one. TCPI could release Project Decidueye and give it a new form with not-Protean and amazing stats if they wanted but they don't for whatever reason.
