I ended up messing about with the Pokethalon place for ages instead of the main game. Johto just wasn't interesting to me, nor its events (especially the TR ones) and the promise of soggy-Kanto as the bulk of the post game meant I stopped playing it before the elite 4 out of boredom.
I'm sure its technically great with revisions to abilities, moves and battle mechanics but gen2 is just so dull. The 3:1 gen1 to gen2 pokemon ratio didn't help, either.
