The gym isn't inside a building, it's an open field, fenced in but otherwise open air. There are pokemon wandering around helping the farmers with their work. The gym puzzle involves combine tractors ,irrigation rigging, and other equipment like that moving around as work gets done, which then opens paths to move forward. The battles sometimes use rain, and sometimes use sun, depending on what work they're doing at the time. Players can counter the gym with sand or hail, since both will never help any of the gyms pokemon. Fire is also decent against all but Azumarill, but fire resists fairy so it's not a horrible matchup.
