Blastoice: Tank/Support which is my favorite one id go Buddy/Amp/Spoon/ Surf/Pump, Green-White emblems with max HP.
But you can also go auto attack (Won Japan's finals), full stacks (cookie/sp spec) or full damage.
I prefer tank support because with good skill the CC is insane for Blastoise. Easily can stop the enemy team in its tracks.
As for for Venasaur, petal dance is good with auto attack (Muscle/Scarf and a choice between spoon, Amp or focus though I prefer spoon).
Solar beam is glasses and spoon though you can change one for Amp if you want to combo ult+beam and team while.
Really depends of your playstyle. Jungle, lane might also vary a lot what you go with him also your team. Always Green Black with Venasaur.
