The HP values and how hard the attacks hit and stuff don't even matter. What matters is what format the card exists in. Some cards would be fantastic no matter what of course (Oak as an Item for example) but if you look at a card like this Scizor with today's standards, of course it'll be pretty bad. But in the format it existed in, it was great if not fantastic. It's all relative. This is why it's generally not fair to compare cards released so far apart. It's also not really fair to judge cards without considering what cards it can or should be used alongside, such as oldschool Metal Energy boosting this Scizor's usefulness by toning down the damage it takes.
