By having a lot of houses, high rise apartments etc. in the background that the player actually can't enter, you can make the city "feel" really big and lived-in without having to make a ton of interior areas or bore the player who'd normally feel compelled to enter every building.
This way you can get the atmosphere you want to convey without actually having to do a whole lot of extra stuff.
