No starter because the idea is that the rival is somebody who didn't have the luxury of getting a headstart in the form of a starter, instead just having a Rufflet. Because of this, he sees it as his duty to enact justice upon you in the form of an asskicking.
He isn't the most justified person in the world, though, and may potentially have some dodgy dealings with the villainous team, hence the Pangoro (which would also allow Braviary to evolve before level 54). Pic related is a champion, potentially early postgame, team.
