It's also weird cause the official art shows it underneath the fluff directly connecting into Lycanroc's head, as if it's a part of their bone structure, but like you said it moves around when they do things.
I also have a personal headcanon that Midnight's hunch is at least partially due to them having a massive stone for a mohawk and it weighs them down.
