Three Ranger Academy dropouts go freelance and solve problems that the actual Pokemon Rangers pass over. The Pokemon Rangers aren't supposed to be a metaphor for cops or any social commentary shit; they simply can't solve every problem in Almia which is where the freelancers lend a hand.
We catch & battle pokemon like trainers because "the bad guys aren't going to always play by the rules so why should we?" and as long as we solve the case without blowing anything up or maiming anyone important we get to dodge any potential vigilantism charges.
The series would bounce between episodic problems of the week and multi-part evil team plots and introspective character episodes.
Pokemaniac is the feral retard who solves every problem by kicking someone's ass or biting something. He's actually really smart but he saw that the hyper meticulous bureaucracy of the Pokemon Rangers got in the way of extremely time-sensitive issues.
Cooltrainer is the calculating no nonsense stick-up-the ass who desperately wants to be noticed for her academic achievements. She has a learning disability and came a long way, but her efforts have always gone unnoticed until now. She knows a lot about pokemon temperment and medicine, but she struggled to memorize Ranger handbook rules or to learn the ins & outs of a capture styler.
For the sake of not being some cringe self-indulgent fantasy, my character would be a bog standard autismo Pokemon enthusiast for the autismo viewers to self-insert into; my character moments would always be open ended enough that the self-centered autismos and know-it-all video essayists can project themselves onto it or come up with whatever anime theory conclusion they want.
