Latias' Pokédex entry in Emerald mentions the existence of a herd; Entei's dex entry in Silver/FireRed/SoulSilver/X imply the existence of multiple Entei and its dex entry in RS/ORAS is incompatible with the idea of a single Entei being created by Ho-Oh.

Sublegendaries are clearly legendaries, the fact that they were given a separate listing in the Gen VII games' code does not change this considering that the division between Sublegends and other legends has always existed (shown by post-game battle facilities)
It's not like Mythicals are all that different from Legendaries anyway. The line between them gets blurred sometimes. Some mythicals are already available in-game (Deoxys in ORAS, Celebi in Virtual Console Crystal, Magearna in Gen VII by scanning its QR code, etc.)
