As far as I can tell Eiscue is supposed to be not just a penguin, but a type of penguin that floats with its head above the water which is called the Great Auk. There's nothing wrong with a simple pokemon like that, considering how popular Maushold is. There's nothing wrong with a pokemon that's JUST an animal either. Even the goofy looking guys have their own fans. But for me, Eiscue has no positive hook. I cannot name a single factual fundamental flaw of this pokemon that other pokemon aren't even more guilty of. I simply don't like its ugly little face. I'd call it mean names if I saw it out in the wild. As simple as that.
