BEFORE G6 Charizard was not shilled, other than some anime episodes that called him back. No mentions in the games or important appearance or cameo. It remained popular by a combination of factors, namely nostalgia for the anime, genwuners and being a lot of people’s first starter. Its popularity was more natural than Lucario’s but that is a case of the past. If I had to rank how much a pokemon is shilled, it would be Pikachu, Lucario, Charizard, Mewtwo, Greninja, Zoroark.
