For the people who don't want to run a full rain team, and just want to run a small rain core.
Sun teams get CharY + Venusaur.
Rain teams get Lumineon-M + Kingdra or whoever.
Semi-rain will probably still use Specs Pelipper over this piece of shit but whatever.
I'm tempted to give it Hurricane because GF seems to think its fins are wings (it learns Gust, Tailwind, and Defog). At that point it really is just a bootleg Pelipper (or the other guy's Masquerain).
