in this case, by definition balancing to account for a 15%+ variation in statistical strength means making the game the most 'fair' for the bottom range of that variation. without doing that some people would just be artificially walled by difficulty. and if you do balance the game to account for the lower end of stats a player could have, this means that players that rolled high on IVs etc. will have an unusually easier time with a given boss fight.
you can only ever have a true challenge that's even and equally fair for every single player when statistical variation is minimized. Pokemon has enough rng already with move accuracy, status effects, critical hits etc., so the less rng in other places (i.e. random stats) the better.
