Splitting Ubers into 2 tiers would be a decent idea, but it's effectively what they've done so far with Anything Goes. If more ubers come back (Darkrai, Shaymin, Manaphy, Arceus, etc) I could see an Upper and Lower ubers so you can use the shit ubers like Naganadel, Mewtwo, and Cinderace without them getting crushed by the likes of Xerneas, Kyogre, and Zekrom.
