And there you go, moving from fixing BANlists to reTIERing pokemon, two different things. If a pokemon currently sees 0 usage because of it being banned, and if it can be fixed by banning 1-2 moves/ability, do it. That's it. NOT "well, only that 1 thing makes it stronk, so let's allow it in a lower teir without it..."
