Plasma was taken seriously in Unova but it's far removed from the other regions. Its biggest international legacy seems to be Colress's research.
Team Rocket was successful for a long time. They were an organized criminal enterprise who ran profitable fronts in major cities and took over major public targets like Sliph Co. and practically all of Goldenrod City, not easy small stuff like marching into a museum with a bunch of goons to steal a rock. They were a major player in Kanto and Johto for years, until Red (and later Gold/Ethan) came along and single-handedly cleaned them out on the way to becoming Champion at 11.

That doesn't necessarily mean they never beat their regions' Elite Four, but the only ones we know for sure did are Red and Hilbert/Hilda because they're the only ones with follow-ups to their story. It could easily be explained that the real honor of Champion is reserved for those who actually took the title and accepted challengers, and Red is the only one who did between RB and GS, but that's all just pointless speculation.
