It contributes to the overall suburban feeling those game had. Gen 3 & 4 still had a bunch of normal people like norman, brawly, wattson, bertha and candice but it's also were characters cosplaying their types or dressing like eccentrics started to become the norm.
Gen 5 onwards seem like a succesion of archetypes, elemental cosplayers, lunatics and harajuku abominations. I suppose it fits more the dimension hopping and world ending scenarios of the new games. Villain teams, locations and regional dex went that direction too after all.
I guess I preffer the more grounded slice of life like designs of the old games.
