The colour scheme is very similar to that of volkner. All electric gym leaders are blonde.
I see him as a nerdy guy, who works in lab. The thing on its back makes me think of solar energy, which makes electricity. So he probably works on a lab, or energy plant, making alternative energy.
I know this might be too stupid, but the name Citron literally means LEmon, and well, lemons are yellow, and electric type is represented with a yellow rectangle.
