He did draw the final concept art for it, but I think things get awkward once you start considering even smaller contributions to the design like that for the list. Like, the design lead (Sugimori in Gens 1-5, Ohmura in 7, Turner in 8) has input on everything brought to him, including things like Sugimori insisting Snivy have limbs, but we're not considering Sugimori to be one of Snivy's primary designers.
