Any Pokemon that can normally learn an HM instead automatically has it as an out of combat ability. So a as long as if you have a Scyther, for example, in your team you can cut down the obstacles that would normally need a pokemon who knows cut to get past. Obviously the amount of Pokemon that would have these abilities would need to be tweaked. For instance, Pidgey can't fly you around because it's too small. Once you evolve it past Pidgeotto and into Pidgeot then you unlock it's fly HM.
