perhaps you can only fuse fully evolved pokemon? Perhaps only fully evolved mons with sharing types, or who share the same egg groups. Or if you can fuse NFE pokemon, only 4 stage mega mons with other 4 stage mega mons, 3 stage pokemon can fuse only with 3 stage pokemon, 2 stage with 2, 1 with 1.
