This isn't just for Fire starters, Luxray's dogshit too, Mightyena, Absol (so bad it got a mega and still wasn't top-tier usage). It doesn't matter with Grass or water starters, most their best moves are Special, making use of water-bending or foliage/plant matter to attack, so it's not as critical they have their forelegs free. Fire starters need that, need to stand out from Arcanine/Ninetales and Pyroar. they need to be useful, when kids have a choice of picking them for an entire game. that's what the rest the in-region quadrupedal Fire types are for, the ones who went and picked the Grass/Water starter, as usefulness clearly wasn't a concern starting off.
And that's what's fucking hilarious, you don't care for quadrupedal fire types, you just want the fire starter to be the dogshit ignored one for once.
