We only need one plot relevant legendary, since we aren't making two versions. IRL, Australians generally hate Japanese whalers (as do most of the world), but Australians more so being oceanic neighbors. So, in pokeaus, the villain group can be a group of anti-environmentalists, looking to boost the economy at the cost of the ecosystem. To do so, they are trying to hunt down some time/ inter-dimensional whale to alter the world where they have more power and influence.
We already have some pollution themed Pokemon, it'd be perfect
