If you throw the Poké Ball before the circle can re-appear, then it will be the same size as when you previously lifted your finger when it does re-appear.
A video might explain it better but you'll have to look it up. Learning how to do this makes catching legendaries a lot easier.
Learning to curve ball is also really, really important. It increases catch rate by 1.7x, and that stacks with all other bonuses.
