All the recent games care about, like a lot of other games today, blowing everything before it out of the water with powercreep, except for the characters that they know are popular (Ex: Most CD Pokemon). I'm not surprise someone got to rank 10 with a mono water team, it's one of if not the best type in GL, but there's almost no way for any Pokemon under the top 100 in GL to compete due to missing the qualifications I listed above. Heck, look at all the fire-types with decent movesets that can't even beat Registeel in the shield 1v1.
