Serperior is canonically based on Lady Oscar from the Rose of Versailles anime, and the designer outright likened Serp to a knight, and to the Musketeer trio as a;; being royal French knights. In truth, we actually got two Grass starters based on similar concepts ie European knights.
Steel helps Serperior's tanking capabilities while it sets up Glare/Leaf Storm, and reinforces its knightly basis.
This might sound crazy, but give Samurott Psychic typing with Psycho Cut as a new evo move. Samurai were also trained in meditation/zen arts, so it's fitting.
