https://github.com/yenatch/crowdmapIt only handles block data and a couple other things so you have to manually do all the scripts, but it's not that bad, editing the maps themselves are just fine, you'll just have to change the scripts afterward.
For Red, I assume there's something similar, but there's also a much more in-depth editor in the works:
