It's good for each mon in a three stage line to have its own identity, like how Charmeleon is red vs Charizard's and Charmander's orange, or how Gastly's and Abra's line each have different body shapes. Torchic and Aron is another good example of strong individual theming.
I think it's worse to have a three stage line where the middle line is just the midpoint between the first and third stages. That's why pokemon like Servine and Drakloak are so shitty.
