Cyrus in the games is probably the least subtle major antagonist of them all. He meets the player in Mt. Coronet after the second badge and announces that he's the leader of Team Galactic, and says he wants to create a new world. He's still better than Lysandre, who does the same thing, but in a public cafe, and everyone just laughs him off.
Cyrus in the anime though is actually interesting. He's clearly evil (this is a kids' cartoon after all), but he hides his evil so you can accept that the characters don't realize it yet. He's also much more affable. In the games he's meant to be stoic and robotic. In the anime, he seems like a normal, well-meaning dude, who is secretly evil. When the anime deviates from the games with the evil team of the gen, things seem to go well.
