blue doesn't show development in rby. in the game manual for rby it's mentioned red and blue used to be friends, but then blue started being a dick. he shows considerable character progression by gsc/hgss where he's somewhat morose and hung up on red, is mentioned in xy to have gone on from there to study in kalos, and now he's developed to the point where he's boastful and energetic but in a positive, kind way, and relatedly he's come full circle to be friends and partners with red again.
a nice character arc that spans the games.
