I you got some IRL supplies, its great that you got your theme decks but i would start looking into buying singles for a top tier meta deck before buying packs. Buying packs is fun but you need something playable. Go over current top level tournament footage and scout for a deck you like. Try and build a list that looks similar to that but with your own flair. Best place to buy is tgcplayer.
If you are talking about ptcgo, try and construct a strong deck with what you have, put up trades for missing pieces. I recommend a competitive garchomp deck because it can be made using lots of cards from the theme garchomp deck. Having at least one viable deck early is important because you can play and gain experience in the game while earning coins from winning. If you like, buy physical packs. opening them is fun and you get a code card for a digital pack. DONT OPEN THESE DIGITAL PACKS. Use them for trading to construct your 2nd digital deck. Also, experiment with the trade system. Always have trades up that will get you more value (but not a terrible deal for the other party, cuz then you just wasted coins putting up the trade. with time you will find the right balance.) Be searching constantly for good deals on cards you like/need.
