After XD is when Creatures started seriously updating models for pokemon from gens 1 and 2, but Nintendo wanted pokemon on the Wii asap to help push console sales so many of the new models for older pokemon weren't ready yet, PBR got rushed so bad that the Japanese release didn't get some of the ones that made it into the Western releases, like arcanine here.
